1. In a medium bowl, combine shrimp, garlic, lemongrass, oil, fish sauce, lime juice, and sugar. Set aside for 20 minutes. Thread each skewer with about 5 shrimp.
2. Place lightly oiled grill pan over medium-high heat until hot. Grill shrimp until pink and cooked through, about 2 minutes per side.
In small bowl combine dipping sauce ingredients, mix well and serve with shrimp skewers.
